In Russia they will create a database of cars that cameras can’t see

In mid-June, it was announced that the capital’s ambulances had collected 4,450 fines since the beginning of 2022, 117 of them for serious traffic violations. In this regard, the State Unitary Enterprise Mosavtosantrans decided to conduct preventive lectures with ambulance drivers, and in case of further violations, take explanatory notes from them, oblige them to pay fines from personal funds, and also deprive them of bonuses.

State Duma deputy Yaroslav Nilov criticized the department’s decision – according to the parliamentarian, this practice can lead to the fact that medical personnel and firefighters simply do not have time to get to the field in time. Nilov proposed not to fine emergency vehicles, but on the contrary, to draw up a special “anti-punishment” list, which will contain license plates of cars that are not subject to fines from cameras.

So we can talk about creating a unified federal register with the numbers of all cars whose drivers, if necessary, cannot comply with traffic rules. The initiative has already been supported by the OKO Association, whose members together represent about 70% of the photo and video recording systems market in Russia. Representatives of the association believe that such a measure would avoid misunderstandings in the processing of materials from photo and video shooting complexes.

However, experts emphasize the need to be careful: only vehicles directly involved in the emergency response should be included in the register, and not, for example, vehicles for economic and administrative needs that are on the balance sheet of departmental fleets.

– It is important that the procedure for keeping such a register is clear, both the procedures for entering cars into it and the removal of decommissioned vehicles that are no longer operated by the above services should be regulated.

To date, there is a mechanism by which emergency vehicles cannot issue fines for traffic violations and this is being applied in practice. Thus, the color schemes for the design of such vehicles (TC) must comply with GOST. This data must absolutely be written into the vehicle registration data.

It is on these criteria that the neural network recognizes emergency vehicles and thus rejects photo and video material. If the fine is nevertheless imposed due to some absurd accident, it will be canceled without further questions at the request of the balance holder of the car.
