The LDPR faction has prepared a new draft resolution to be submitted to the State Duma. It includes amnesty for those who have committed traffic offences.
The text of this initiative was published on Telegram by one of its authors, Yaroslav Nilov, head of the State Duma Committee on Labor, Social Policy and Veterans Affairs.
The explanatory memorandum accompanying the draft states that the resolution would make it possible, under sanctions, to “provide support to citizens who have committed administrative offenses related to traffic which do not pose a major public danger, including preserving their money.” “.
The list of offenses covered by the amnesty does not include serious misconduct, such as driving under the influence or giving a car to a drunk driver, as well as failing to undergo a medical examination, TASS clarified. At the same time, there is not yet a specific list of “non-dangerous” violations.
The project assumes that the implementation of decisions on such administrative fines will be stopped. It is also proposed not to start production and to stop production already started before the day on which the decree takes effect. The authors of the initiative also want to remove the period during which a person is considered subject to an administrative penalty.
