After the STS, it became possible to issue a driver’s license in electronic form. The Gosuslugi.Auto application was updated on November 10 and now any driver can download a full digital copy of the certificate or QR code to present to the inspector.
At the same time, the user is warned that the traffic police inspector has the right to demand a regular certificate for verification.
Kommersant recalls that the head of the traffic police, Mikhail Chernikov, stated as early as July that clarifications had already been sent to workers that a QR code was equivalent to full-fledged documents. But because QR codes are not mentioned in the traffic regulations, the requirement for inspectors to present ordinary, not electronic, documents is quite legal.
Electronic CTCs and driver’s licenses are expected to be fully legalized from March next year, when the changes to the traffic rules come into effect.
