This move forms part of broader support measures for the automotive sector, recognizing that ongoing chip shortages and disruption in supply chains are complicating the process of equipping manufactured vehicles with ERA-GLONASS systems. In many regions, including North America with its own regulatory landscape, manufacturers have confronted similar pressures to balance timely safety upgrades with production realities. The decision aims to preserve production continuity while ensuring that safety features eventually reach the market, even as global supply constraints persist.
Authorities emphasize that the responsibility for monitoring the implementation of the agreed-upon recalls rests with the Federal Agency, which is charged with overseeing carmakers as they conduct recalls and verify their proper execution. As stated by Alexander Kuzmin, head of the Department of Metrology, State Control and Supervision, the agency is empowered to assess compliance and enforce penalties where needed. The framework notes potential administrative liability in line with Article 14.46.2 of the Code of Administrative Violations of the Russian Federation, underscoring the seriousness with which safety compliance is treated. Fines may range widely, from 5,000 rubles to as much as one million rubles, depending on the severity and specifics of the noncompliance.
