The discussion on the status of individual mobility aids (IMs), including electric scooters, unicycles, segways, and so on, continues. Drivers of these vehicles are already offered to issue a driving license after successfully passing the exam for knowledge of traffic rules.
But then the need to purchase OSAGO policies, which are necessary to compensate damage in the event of an accident, is added to the training costs at a driving school.
Yulia Mann, a member of the expert council of the Transport Commission of the State Duma of the Russian Federation, said 1,344 accidents involving SIM were recorded in 2021. And these are only those accidents where people have been injured. As a result of traffic accidents involving SIM, 40 people were killed and about 1,400 people were injured.
In such a situation, it remains only to introduce some leverage on scooters and other SIM drivers – to issue rights and force them to buy OSAGO policies.
“Now you don’t need insurance to manage SIM. But I’m sure it may become mandatory in the near future, I will fully support this initiative,” the KP is quoted as saying by Yulia Mann.
SIM drivers will presumably be included in the risk group in the classification of insurance companies, along with motorcyclists, and an OSAGO policy valid for a year can cost them about 2,000 rubles.
