In the capital, Maxim Pavlyuk, deputy head of the department for the integrated development of areas of the FGPU Automobile Roads, was arrested, it was reported on October 11 by the Moscow 24 source. The investigation accused the top manager of taking particularly large bribes, and the Dorogomilovsky court approved the request. It immediately became clear that two more defendants were involved in the case: civil aviation pilot Andrey Chernikov and an employee of a shoe company.
A few days later, some details were announced. As it turned out, Pavlyuk received a bribe at his previous job – he previously headed the division of the Federal Air Transport Agency’s highest qualification committee. With the help of intermediaries, Aeroprom pilot Andrey Chernikov and sales assistant Ralph Ringer Natalia Mitina, the suspected extortionists organized the pilots, Kommersant reports.
Intermediaries called the pilots and stated that they could be banned from flying due to inaccuracies in flight certificates. To get new “corrected” documents, a serious amount had to be paid. For NordStar pilots, it amounted to 1.5 million rubles. Chernikov also worked in this company, that is, in fact, he took part in the raid on his colleagues.
The pilots paid the required amount and transferred the money in installments – this was the requirement, intended to allay suspicion. True, at the same time the pilots wrote a statement to the FSB, so that all transfers were checked, the source writes. After the full amount was paid, representatives of the authorities visited Pavliuk with a search and an arrest warrant.
The bribe of 1.5 million rubles is the first, but probably not the only episode in this criminal case. It should be noted that in 2018 the state budget institution of the city of Moscow “Automotive Roads”, which is now headed by Pavlyuk, entered the European Book of Records as the largest road maintenance organization.
