Today, a person rushing on an electric scooter can be found both on the sidewalk and on the roadway in a stream of cars or crossing the road past a zebra. Until now, such road users have been equated with pedestrians in rights – we are talking about the owners of SIM (means of individual mobility), that is, electric scooters, gyro scooters, segways and unicycles and other compact electric vehicles. Now they have been merged into a certain category, the behavior of which is outlined by the new changes in the traffic rules. The status of SIM is now fixed in the Rules.
Key innovations
How all this will be monitored, regulated and implemented is not yet entirely clear. But here what a SIM driver needs to know of the updated traffic rules:
- you can drive SIM at speeds up to 25 km/h;
- on sidewalks, bicycle paths and footpaths, only SIMs with a mass of no more than 35 kg are allowed to move;
- local authorities will allow, restrict or prohibit SIM traffic in certain areas by means of special road signs;
- when moving together, pedestrians have priority over sim – drivers have to calculate the speed based on this;
- when crossing the road on a zebra, the driver has to get off the sim card.
On the public road
Electric scooters of any weight are now officially allowed to drive on the right side of the road, but only for drivers over 14 years old and where the speed limit is 60 km/h and cyclists are allowed. A SIM driving on the road must have a braking system and white and red headlights.
The associated decree will enter into force on 1 March 2023.
