Why do they need the “Disabled Persons” sign on the glass when disabled people are on a special register? Can they be fined if they don’t?

In accordance with Article 15 of the Federal Law of November 24, 1995 No. 181-FZ “On the Social Protection of Persons with Disabilities in the Russian Federation”, and taking into account the provisions of the Decree of the Government of the Russian Federation of February 10, 2020 No. 115 “On the procedure for extension to citizens of the disabled III group of standards of the ninth part of Article 15 of the Federal Law “On the Social Protection of Persons with Disabilities in the Russian Federation” on all public parking, including: near objects of social, technical and transport infrastructure (residential, public and industrial buildings, buildings and structures, including those where physical culture and sports organizations, cultural organizations and other organizations are located), places of recreation , at least 10 percent of the places (but not less than one place) are allocated for free parking of vehicles driven by disabled persons and vehicles transporting such disabled persons and (or) disabled children.
These vehicles must be marked “Disabled”, and information about these vehicles must be entered in the Federal Register of Persons with Disabilities.
In this connection for the use of a parking space marked with sign 6.4 “Parking (parking lot)” with registration number 8.17 “Disabled people” it is mandatory to have an identification sign “Disabled” in front of or behind the vehicle.
Violation of the rules for stopping or parking vehicles in places designated for stopping or parking vehicles of the disabled entails the imposition of an administrative fine of five thousand rubles (Part 2 of Article 12.19 of the Code of Administrative violations) of the Russian Federation).
