The Ministry of Transport, Public Works and Water Management has prepared a draft resolution banning the use of individual mobility devices (SIM) for citizens to cross roads at pedestrian crossings.

The department plans to submit the project to the government, information about it is contained in the Ministry of Transport’s response to the appeal of the State Duma deputy Sultan Khamzaev, RIA Novosti writes.

Earlier, Khamzaev submitted a proposal to the Ministry of Transport to establish speed reduction zones for electric scooters with a radius of 30 meters around unregulated zebra crossings. The Ministry of Transport, Public Works and Water Management noted that the Ministry has already prepared a draft government decree on this subject. The document provides for amendments to the Government Decree of October 23, 1993 No. 1090 “On the Rules of the Road”.

“The motion for a resolution for persons using means of individual mobility to get around provides for a ban on crossing the road at zebra crossings, including unregulated ones.”

The idea is that zebra scooters will be forced to dismount to become level with other pedestrians. According to the department, this measure should reduce the number of accidents involving people on electric scooters. However, it is not clear who and how will monitor this violation, as scooters do not have numbers.
