Apparently by “inverted frame” you mean a device that reverses the front state license plate to prevent identification or concealment.
Driving a vehicle with such a device constitutes an administrative offense, for which liability is determined by Part 2 of Article 12.2 of the Code of Administrative Offenses of the Russian Federation in the form of an administrative fine of five thousand rubles or deprivation of law to drive vehicles for a period of one to three months.
The fact that you were not aware of the presence of such a frame cannot be a basis for an exemption from liability, as the driver has a duty to check before departure and to ensure the correct technical condition of the vehicle en route included in section 2.3.1 of the traffic rules.
