The former chief freelance narcologist of the Ministry of Health, Yevgeny Bryun, is suspected of embezzling about 20 million rubles from the Moscow Ministry of Health, the Moscow prosecutor’s office reported on its Telegram channel.

“He and his accomplice were charged under part 4 of art. 159 of the Criminal Code (fraud), that is, in the case of theft by controlled companies that have not carried out financial and economic activities, funds from the Moscow Health Department in the amount of at least 20 million rubles by providing medical devices for the Moscow Scientific and Practical Center for Narcology DZM has pushed up prices,” the prosecutor’s office said in a statement.

Brun’s accomplice, narcologist Vladimir Yakushev, pleaded guilty to fraud and made a deal with the investigation, Brun himself pleads not guilty.

According to inside information, Brune and his deputy at the Association of Narcologists, Vladimir Yakushev, bought at high prices tests and reagents for drug and alcohol addiction tests, including for future drivers.

He is also being tested for involvement in the scandalous story with the introduction of new rules for the medical examination of drivers. Then it was proposed to check all drivers for drug and alcohol addiction using expensive testing systems, which could increase the cost of a medical certificate 10 times. Vladimir Putin even had to intervene in the situation, which pointed out that such a price for a medical certificate is unacceptable. Subsequently, no changes were made to the order from the Ministry of Health. It later turned out that the prices for these testing systems were unreasonably high, despite the fact that their effectiveness in detecting drug addicts was not evident.

Yevgeny Bryun was the main freelance psychiatrist-narcologist of the Ministry of Health, but after the appearance of information about the criminal case, the department stated that such a position no longer existed. However, there is other information: Brun has held the position of chief freelance psychiatrist-narcologist at the Ministry of Health since 2009. He holds the degree of Doctor of Medical Sciences and the title of Professor and Honored Doctor in Russia.

Yevgeny Bryun was placed under house arrest until September 3, he could face a prison sentence of 10 years.
