From the inspector, who wrote down the decision on the information from the camera, the fact somehow eludes that there was in fact no passenger in the cabin. The traffic police officer fined the driver 1000 rubles. Later, the department found out and admitted the mistake.

In fairness, it should be noted that Yekaterinburg’s driver deserves a fine – just not for an unsecured passenger, but for blocking his view through the windshield.
