Now a driver of a car with worn and different types of tires can only get a warning or a verbal comment from a traffic inspector instead of a fine.
Such a possibility is provided by the legal requirements of Article 2.7 (extreme necessity) and 2.9 (possibility of exemption from administrative liability in case of insignificance of an administrative violation) of the Code of Administrative Violations of the Russian Federation. A letter to the territorial bodies of the Ministry of the Interior said that on the basis of these instructions, inspectors should more often exempt drivers from fines for minor violations.
This is especially true for worn and different types of tires mounted on the car. The limitation of responsibility is due to the desire of the authorities to reduce the impact of the current situation on the economy, as indicated by the head of the Main Directorate for Road Safety of the Ministry of Internal Affairs of Russia, Police Lieutenant General Mikhail Chernikov :
It is proposed to apply these regulations in case of minor traffic violations during the transport of consumer goods, agricultural products, industrial goods and other goods necessary to maintain the sustainable functioning of the economy by freight vehicles.
