The head of the Main Directorate for Road Safety of the Ministry of Internal Affairs of Russia, Police Lieutenant General Mikhail Chernikov, answers questions from readers.


Indeed, a letter has been sent to the territorial bodies of the Ministry of the Interior on the need to ensure that employees authorized to deal with cases of administrative offenses comply with the legal requirements of Articles 2.7 (extremely necessary) and 2.9 (possibility of exemption from administrative liability) in case of insignificance of an administrative violation) of the Code of Administrative Violations of the Russian Federation in terms of the possibility of exemption from administrative responsibility and (or) making oral comments regarding drivers, officials and legal entities.

It is proposed to apply these regulations in case of minor traffic violations during the transport of consumer goods, agricultural products, industrial goods and other goods necessary to maintain the sustainable functioning of the economy by freight vehicles.

In addition, loyalty can be counted on in disclosing the facts about the operation of vehicles with the following violations:

  • inactive brake pressure gauge
  • faulty parking brake system
  • violation of the adjustment or control of external lighting equipment
  • windshield washers not working
  • worn and mismatched tires
  • violations in the operation of the engine, as well as minor structural elements of the vehicle.
