Sanctions constrained the operations of Russian car factories. As a result, toward the end of April 2022, amendments were enacted to the technical regulation titled “On the safety of wheeled vehicles.”

Currently, each member state of the EAEU (Russia, Kyrgyzstan, Armenia, Belarus, Kazakhstan) holds the authority to establish specific requirements for the vehicles produced within its borders.

Use of these machines in another EAEU state is permissible only when a bilateral agreement exists between the two countries.

The regulations permit the manufacture in the Russian Federation of cars with engines below Euro-5 environmental class, models lacking ABS (anti-lock braking system) or ESP (electronic stability program), and vehicles without the ERA-GLONASS emergency system may not have an automatic control function.

In Russia, anti-crisis vehicle variants have been produced by AVTOVAZ, including the Granta, Niva Legend, and Travel models. UAZ manufactures a simplified version of the Hunter. It can be acquired with both Euro-0 and Euro-5 engines. With a Euro-2 engine, the UAZ Patriot and Pickup are produced with a manual transmission, and these models are also offered in Euro-5 eco configurations.

By early 2024, the Ulyanovsk Automobile Plant planned to reintroduce ABS and ESP, as well as airbags, to its cars.

The authorization period for producing simplified cars was extended to June 1, 2023.
