The cabinet is already considering a draft amendment to the Code of Administrative Offenses, in which fines are set for exceeding the average speed. In the autumn, they plan to submit it to the State Duma, the parliamentary newspaper announced. The initiative of the bill comes from the Public Chamber, the newspaper notes.
To this end, the SDA should contain a methodology for determining the average speed of a car and fines should be included in the Code of Administrative Violations for exceeding such a speed.
The explanatory notes to the initiative state that the uniform movement of vehicles in the flow reduces the risks of emergency manipulations and thereby contributes to improving road safety.
The details of the project became known at the time of publication: exceeding the average speed by more than 20 km / h is punishable by a fine of 500 rubles, at 40-60 km / h – by 1.5 thousand rubles, for a repeated violation they can be deprived of their rights for a year. If the average speed is exceeded by 60 km / h, there is a threat of a fine of 5000 rubles, and with repeated violations the driver will be deprived of his driver’s license for a year.
There was a time when, in some regions, motorists were fined for exceeding the “average speed”, although such a concept was not and is not in the traffic rules. They acted simply: two cameras were installed on one section of the road, the first recorded the entry of a vehicle into this section, the second – the exit. Using the calculation of the program, the average speed was obtained. However, the Attorney General’s Office recognized this practice as illegal and banned it until the legislation changes.
