First, all companies and people operating drones will bear a greater financial responsibility – at least 10 million rubles.
“The subject of the experimental legal regime is obliged to insure and maintain by the insured for the entire duration of the experimental legal regime the risk of liability for obligations arising from damage to life, health or property of other persons in favor of third parties in the amount of at least 10 million rubles in proportion to each highly automated vehicle,” says the text of the resolution published on the Federal Portal of Draft Bills.
Secondly, all accidents involving drones will be handled in the usual way, taking into account the traffic rules and without exceptions.
“The registration of the incident and its investigation will be carried out by the traffic police and the investigative authorities respectively, strictly in accordance with the procedure established by the law – there are no exceptions to this rule,” the ministry’s press service said. Izvestia.
If a person was in the driver’s seat of the drone, he could be held liable in an accident if he did not take the necessary measures to avoid an accident.
“If the investigation shows that the cause of the accident is an incorrect operation of the program that controls the vehicle, both the developer of the computer software and the owner of the vehicle may be held liable,” explains the Ministry of Economic Development. .
Until the end of the accident procedure, an unmanned vehicle is not allowed on the public road.
