I want to re-register the car for my son. The car was produced in 2016, registered in 2017. Do I have to pass an inspection? Do I have to do this before re-enrolment or my son after re-enrolment?

In accordance with Article 15 of the Federal Law of August 3, 2018 No. 283-FZ “On the State Registration of Vehicles in the Russian Federation and on Amendments to Certain Legislative Acts of the Russian Federation”, a diagnostic card with a conclusion on compliance of the vehicle with the mandatory vehicle safety requirements, issued in accordance with the Federal Law of July 1, 2011 No. 170-FZ “On the technical inspection of vehicles and on amendments to certain legislative acts of the Russian Federation” and whose validity is on the date of registration has not expired.
It is required also in the case of registration actions related to the change of owner of the vehicle. We are talking about a vehicle whose year of manufacture has passed more than four years, including the year of manufacture, indicated in the documents identifying the vehicle (vehicle passport or registration document).
At the same time, the legislation does not specify the person who must submit the vehicle for technical inspection and receive a diagnosis card based on the results.
In short: inspection is a must. You and your son can do this at any time, but before contacting the State Traffic Inspectorate to take registration actions regarding the change of ownership.
