After receiving a copy of the administrative violation decision, the fine can be challenged within 10 days, recalled Pavel Utkin, a senior attorney at Parthenon United Legal Center, the Prime agency. If the complaint is submitted within this period, the decision will not take effect.

If the term is exceeded, a petition must be attached to the complaint to make good the missed term to appeal against the decision. But it is not certain that he will be satisfied. If they continue, the fine could be challenged.

Complaints are submitted to the authority that issued them.


In Moscow, this is the traffic police, the Moscow Administrative Roads Inspectorate (MADI) or the Moscow Parking Manager (AMPP). Traffic police fines are challenged in person at the department or through the public services website. Fines from the cameras are on the court’s website, and fines from the AMPP are on the portals mos.ru, Avtokod or Moscow Transport.

Fines from MADI are contested in the same way as from AMPP, or via the electronic receipt from the Moscow government.
