Decree No. 1269, signed by Mikhail Mishustin on July 15, simplifies the importation of used foreign cars into Russia, simplifying it from several sides at once. As Za Rulem previously reported, from now until February 2023, the requirement to retrofit cars with the ERA-GLONASS module for individuals and legal entities importing cars into the country will be canceled. For the latter, there is another useful nuance.
The same resolution corrects the definition of a single vehicle, notes Russian Automobile. Now, in addition to the previous formulation, it is also “a wheeled vehicle … imported into the territory of the Russian Federation by legal entities or individual entrepreneurs.”
Previously, entrepreneurs had a restriction on the import of cars “per piece” if their age was more than three years – this rule is described in the technical regulations of the customs union “On the safety of wheeled vehicles”. The current resolution actually removes this rule – the source concludes that legal entities are now not required to receive OTTS.
It is sufficient to obtain the conclusion of an expert organization (NAMI), which replaces the SBKTS. That is, the procedure for importing used foreign cars for companies is close to that of private persons, paving the way for entrepreneurs for parallel importing.
