In place of the Administrative Regulations for the Supervision of Supervision of Safety Requirements for Road Users, a new document will shortly come into effect: “The Supervision Procedure…”. It is currently under public comment. Its meaning as a whole has remained the same: to make our roads safer. But some important points have been corrected.

For example, paragraph 43, which contains the rules for installing cameras to remedy violations, has been revised. According to him, there will be more video cameras on the roads. So, before they were placed only in the so-called “accident centers”, now they will be installed in the “pre-foci”, ie places where one accident is not enough for the center. To clarify: a “hot spot” is a place where three or more accidents of the same type or five or more accidents, regardless of their type, occurred during the reporting year, resulting in deaths or injuries.

Now the camera (in addition to the outbreak) will also be installed in the place where 2 accidents of the same type and 4 accidents of any kind occurred, causing damage to the health of at least one of the participants in any case .

What does this change mean for the ordinary motorist? It is clear that there will be more fines, but perhaps this will also have a positive effect on road safety?

Expert opinion

Petr Shkumatovcoordinator of the public movement “Blue Buckets”, head of the working group of the ONF “Protecting the rights of motorists”:

– It is difficult to calculate the number of “pre-accident” places, but it is clear that there are many more. I remember that the traffic police once quoted statistics for one of the regions – so if there were 180 “focal” places, then there were “prefocal” places – more than one and a half thousand. So draw your own conclusions. Although the same statistics show that the effect of cameras is getting smaller every year.

They have already regained their potential (reducing accidents by 30%) – they have calmed down traffic and the effect is now quite supportive.

I therefore assume that very specific companies are interested in such an “adjustment”. After all, installing and maintaining cameras for photo and video recordings is serious business. If there are five or more accidents on the road in any given time frame, speeding isn’t always the only reason – it may be worth looking for other reasons. This can be, for example, the poor condition of the road surface or poor traffic management.

Petr Shkumatov spoke in more detail about these and other equally important points of the new document in the material “Supervision of Compliance”, published in the July issue of the magazine “Behind the Rulem”. Available soon!
