Anatoly Aksakov, chairman of the State Duma Committee on Financial Markets, asked Russian Prime Minister Mikhail Mishustin to speed up the implementation of the project, which aims to detect uninsured vehicles within the scope of compulsory traffic insurance using traffic cameras. This was announced by Evgeny Ufimtsev, President of the Russian Association of Automobile Insurers (RUA), at the Insurance Sales-2024 conference.
“The initiation of this process needs to be accelerated. Practice shows that owners of the most damaged vehicles often do not purchase MTPL policies. Such “savings” reduce the protection of property rights of victims of traffic accidents: as a result, they have to demand compensation for damage through a very time-consuming civil lawsuit they remain and are to blame for the accident, Ufimtsev said: “It is bankrupt, it does not actually provide the opportunity to receive compensation.”
Nowadays, only traffic police can penalize a driver for not having compulsory insurance. However, the situation has worsened due to reduced patrols on the roads. It is assumed that the problem can be solved with the help of traffic cameras. It is also stated that changes will be required in the legislation for the new rules to come into force.
