State Duma deputy Yuri Grigoriev from the Fair Russia party submitted to the State Duma a bill requiring the evacuation of a car to an impounded area if traffic police inspectors detect a child not wearing a seat belt. “Currently this is nonsense: if a child is sitting in a car without a child seat and such a car is stopped by a traffic police patrol, a report is issued, but then the driver of the car continues to drive. Thus, a continuing administrative offense is obtained. I believe it is unacceptable to continue driving with such an offence. Similarly, traffic rules include defects in which the operation of a vehicle is prohibited – these are, for example, faulty brakes and driver drunkenness. Accordingly, this bill puts violations of the rules on the transportation of children on a par with serious reasons for prohibiting the operation of a vehicle,” deputy Grigoriev told socialbites.ca.
The explanatory note to the bill (available from socialbites.ca) states that changes are proposed to a number of articles of the Administrative Code. In particular, it was announced that if the vehicle in which the violation occurred leaves the area, the violator’s car will be kept in the impounded parking lot until the reason for detention is eliminated, and in some cases, until the administrative fine is paid. of the Russian Federation. If the vehicle cannot be placed in the detained area (in the case of buses), it will be necessary to use special limiting devices (traffic blockers) to detain such vehicles.
According to current rules, the transportation of children from 7 to 11 years of age (inclusive) in the cabin of passenger cars and trucks designed with a seat belt or seat belt and ISOFIX child restraint system must be carried out using child restraint systems (devices appropriate to the weight and height of the child) or using seat belts and in the front seat of a car – using only child restraint systems (devices) appropriate for the child’s weight and height. Children under the age of 12 are prohibited from being transported in the back seat of the motorcycle.

The bill proposed by Deputy Grigoriev does not imply other age restrictions and penalties under the current legislation on the transportation of children. Currently the document needs to be approved and reviewed by the government.
