The main infringement identified by the Court was the incomplete disbursement of allocated funds. The largest non-fulfillment of expenditure was noted in the Ministry of Transport – 4.6 billion rubles, and in Rosavtodor – 2.5 billion rubles.
The funds allocated for the implementation of the state program “Development of the transport system” were not fully disbursed. The balance on it amounted to 9.3 billion rubles, or 0.6% of the allocated money.
That is, the plans were fulfilled only 90%. For example, Rosavtodor has not commissioned eight of the sixty-five planned federal facilities.
But there is good news: in general, the payout percentage has increased compared to 2020, although the total amount of money used has increased by 40%.
“Including the container cargo indicator, more than 6,000 km of federal roads were repaired and the carrying capacity of the main railway lines was assured. That is, we see progress even in those areas that were criticized based on the results of previous audits,” said Valery Bogomolov, auditor of the Accounts Chamber.
