Rules for electric scooter users will be tightened in Russia

The Russian government has approved a “road map” that includes tightening control over the movement of electric scooters and other personal mobility devices (PIMs). In this respect reports “Kommersant”.

The Cabinet plan, which outlines measures aimed at additional regulations for the development of SIM, contains 27 articles. It will be implemented between 2023-2025.

Thus, electric scooter users will have to stop and undergo a medical examination at the request of employees of the State Traffic Inspectorate. Traffic rules will also include stopping and parking rules for SIM vehicles. There will also be new road signs indicating parking for electric scooters. New mechanisms for monitoring the movement of SIMs, such as the use of traffic cameras, will be explained. SIM owners will also be required to enter information about their vehicles into the newly created federal registry. Penalties for SIM users will be increased. Currently, electric scooter drivers can be fined a maximum of 1.5 thousand rubles.

Before that, a bill on penalties for drunk driving by SIM was prepared in the Federation Council – senators propose to amend the Code of Administrative Offenses by adding appropriate fines. The size of these is expected to be determined as a maximum penalty of 30 thousand rubles and a minimum penalty of 20 thousand rubles.
