The Ministry of Internal Affairs did not support the initiative to cancel the fines imposed in regions where mobile cameras, which have not been shown on road signs, have been controlled since May 2023. In this respect reports “Kommersant”.

The ban on fines if the driver is not warned about the mobile system that records violations is included in the legislation and will come into force in 2024. Deputy Chairman of the State Duma Vyacheslav Davankov (“New People”) sent an appeal to Prime Minister Mikhail Mishustin in August this year, proposing that an amnesty be declared for drivers. According to the deputy, the capital authorities had a similar experience when canceling fines imposed for violation of a special regime during the COVID-19 pandemic in 2020-2022.

First Deputy Head of the Ministry of Internal Affairs Alexander Gorovoy did not support Davankov’s opinion, arguing that it was impossible to prove the presence or absence of a sign at every moment of decision. In this case, as of May 29, all drivers’ penalties recorded by cameras will have to be cancelled.

According to the traffic police, by the end of 2022 there will be 23.8 thousand fixed and 3.2 thousand mobile traffic cameras in Russia. 72.7% of the complexes are intended for recording speed violations.
