Since September 1, the list of malfunctions and conditions under which the operation of passenger cars is prohibited has changed significantly. The Ministry of Internal Affairs has long been developing the draft of the relevant government decree amending the Rules of the Road. In June 2023, the document was signed by Prime Minister Mikhail Mishustin.
The need to expand the list in the Ministry of Interior was explained by the design of the vehicle, which has become more complex in the last decade. The new version of the document contains requirements for the health of the anti-lock braking system (ABS), inertial seat belts and other modern automotive systems.
For buses, a ban on direct operation was introduced in case of destruction of the floor in the cabin and the appearance of corrosion.
Off-season tires – good
According to the updated vehicle breakdown list, it is forbidden to operate vehicles with studded tires during the three summer months. This restriction applies to all vehicle categories.
The ban on the use of summer tires in December, January and February applies to passenger cars as well as light trucks up to 3.5 tonnes (categories M1 and N1).
In case of violation of these requirements, Article 12.5 of the Code of Administrative Offenses of the Russian Federation. Administrative liability is provided – a warning or a fine of 500 rubles. A similar penalty awaits the driver for other malfunctions listed in the document.
The driver will be penalized even if winter tires are not fitted to all wheels. At the same time, they will not be fined for the “spare tire” with a different tread pattern, which is forcibly installed on the car – the list emphasizes that the requirements do not apply in this case.
In addition, as of September 1, it is prohibited to install tread pattern tires on the front axle of any vehicle.
Fluid leakage is visually detected
The Ministry of Internal Affairs decided on the methods by which inspectors should detect this or that malfunction. In particular, traffic police have the right to determine the fluid flow from the power steering by the organoleptic method, that is, visually, from the beginning of September. To detect a malfunction in the ABS, it is enough for the traffic cops to notice a lighted indicator on the instrument panel.
Do not block the driver’s view
The new edition of the Ministry of Internal Affairs fault list does not allow foreign objects to be placed on the windshield of the vehicle and limits the driver’s view. Exceptions to this policy include rear view mirrors, radio antennas, heating elements and windshield wiper parts; but excludes brackets for smartphones and DVRs, as well as various stickers.
In driving schools – more attention to practice
From 1 September, new training programs for prospective drivers enter into force. It is planned to increase the practical training hours in the city. While learning to drive (category B), the number of practice hours on the field has been reduced from 24 to 18 and increased from 32 to 38 for the city. Retraining programs were introduced to allow drivers.

Trucks will line up at the border
Since the beginning of autumn, a law has entered into force, providing for the creation of electronic queues and waiting areas for trucks crossing the Russian border. Relevant amendments to the federal law “On highways and road activities” were adopted by the State Duma in February of this year.
The novelty concerns heavy vehicles used in international transport, both Russian and foreign. Now, in order for a truck to pass through the FCS checkpoint, an application must be submitted through the Gosuslugi portal stating the travel date and time.
From March 1, 2024, reservation of queues to cross the border can be made through a single portal with electronic transport documents.
Simultaneously with the introduction of the electronic queue, the law also provides for the creation of parking spaces for cars waiting for it near checkpoints.
AvtoVAZ will return to the environment
In September, AvtoVAZ restarts production of Lada Granta with engines that meet the Euro-5 environmental standard.
