According to the document, regions will be able to independently determine the amount of punishment to be given to automobile and motorcycle drivers who disturb the peace of citizens. Depending on the category of the vehicle and engine power, it will vary between 5 thousand and 30 thousand rubles. These offenses will be subject to a simplified procedure for bringing responsibility. It also provides the possibility of retaining a vehicle whose mufflers have been removed or modified.
Violations will be automatically corrected using special sound level meters combined with cameras for photo or video recording.
The explanatory note to the bill states that some drivers have modified a car or motorcycle’s exhaust system to make loud noises. Also, the music turns on at full power. This leads to a violation of silence and also affects people’s health. Now the penalty for driving a noisy car is 500 rubles.
