From the document it becomes clear that national and international driver’s licenses will be invalidated in Russia one year from the date of legalization in the country or from the date of obtaining a residence permit or citizenship status.
In particular, drivers will have to change their foreign rights issued abroad. To issue a Russian certificate, drivers will need to pass a theoretical exam and provide a certificate that there are no contraindications to driving.
The changes will not affect drivers from Belarus who were Russian citizens or who had a residence permit more than a year ago. In addition, employees of diplomatic missions and consular offices of foreign states in Russia and members of their families will be able to translate their national rights into Russian ones without examination and certification.
This bill was submitted to the State Duma in 2022, it was adopted at the first reading in November, at the second reading – on June 22. After being passed by the State Duma, the law must be approved by the Federation Council and signed by the President of Russia.
