State Duma deputy Ivan Sukharev sent a letter to Finance Minister Anton Siluanov, proposing to introduce a preferential right for citizens to import cars from other states, RT reports.
Now there is a difficult situation with cars, deliveries of many brands have been stopped, factories are shut down and the shortage of cars is growing.
An alternative for citizens in this situation could be to import a car from abroad for their own use. Only now it is completely unprofitable – currently excise rates on cars imported into Russia, since the introduction of no more than three years, range from 48 to 54% (depending on the cost of the car).
As a result, a citizen is required to pay excise duty, which is about half the cost of an imported car. That is why the Commissioner proposes to introduce a preferential duty of 5%.
But there is a limitation: at this rate, a person can register only one car for five years. For the second and subsequent cars, the current rates of 48-54% for paying excise duty during this period will remain.
The deputy also proposes to draw up a list of vehicles that may be imported into Russia at a reduced rate. The deputy proposes that the government keep such a list.
