The draft law assumed that by September 1, three information systems should be created in each region – the registry of carriers, the registry of taxis and the registry of ordering services. At the same time, collectors for cooperating with illegal drivers had to be fined up to half a million rubles.
“The government information system for passenger taxis is under development and regional taxi registrations have not been established due to lack of funding,” said Artem Sheikin, head of the Digital Economy of Transport division of the Federation Council’s Digital Economy Council.
According to him, regions should allocate targeted funding or propose a public-private partnership format to help build registries.
“Furthermore, it is necessary to involve specialists who can offer options to reduce the costs of developing and implementing these systems, and then ensuring their stable and uninterrupted operation,” the Senator added.
