Kommersant: Russians less likely to be disenfranchised for speeding

The number of drivers penalized for exceeding the speed limit by more than 60 km/h has decreased significantly in Russia. In this respect informs Kommersant newspaper refers to the 2022 statistics of the Supreme Court published in mid-April.

Last year, about 1,000 people were fined for violating the speed limit (under Article 12.9% of the Administrative Offenses Code, which refers to the sanctions for exceeding 60 km/h), and 245 lost their rights. That’s half of what it was in 2021 (2.2k fines and slightly more than 500 deprivations, respectively).

It was noted that earlier the traffic police used hand-held camera detectors on the roads, but on July 1, 2022, the Minister of Internal Affairs Vladimir Kolokoltsev banned the use of such devices. According to experts Kommersant interviewed, this decision led to a reduction in the practice of disenfranchisement due to speed.

The main share of decisions under art. Last year, 12.9 was issued in the first half of the year, but no such decision was found this year. The Ministry of Interior said that in 2022 it started more than 660 thousand cases (7% more than in 2021) because the traffic police exceeded the speed limit by more than 60 km/h. The police did not specify how many were referred to court.

Most speeding violations are recorded by cameras, and fines of up to 5,000 rubles are sent by mail. If the speed is exceeded by 60 km / h or more, the inspector has the right to send to the court materials that can fine or disenfranchise the driver. At the same time, the traffic police must provide data on the correction of the violation by the camera (by law, not automatic).

Previously reportedlast year, the number of automatic traffic police cameras in Russia increased to 27 thousand.
