The incident occurred in the city of Lukoyanov. Pavel Efremov was driving drunk when he was stopped by traffic police inspectors. The driver refused to take the sobriety test and the police had to use force to get him into the patrol car.

Meanwhile, a passing district police officer came to the traffic inspectors. Efremov closed the car door with himself so that he could not escape. Reaching out with a lighter through the open window, the prisoner said, “Get out! Now I’m going to set you on fire!”
