Traffic rules for SIM users (personal mobility aids) in effect since March of this year can be adjusted after analyzing the “law enforcement application”. In this respect informs “Kommersant”, Ministry of Transport’s St. Referring to his testimony taken by the head of the transport commission of the St. Petersburg Legislative Assembly Alexei Tsivilev.
At the beginning of the year, Tsivilev sent a letter to Prime Minister Mikhail Mishustin, asking him to suspend the entry into force of the new traffic rules for SIM and send them to a new discussion. Driving electric scooters at 25 km/h on sidewalks poses a threat to both drivers and pedestrians, according to the MP.
On behalf of the government, the Ministry of Transport prepared an agreed response with the traffic police. It states that the proposal to cancel and postpone the SDA for SIM is not supported and that “the need for changes in the rules should be determined by taking into account the consequences of law enforcement.”
“We will continue to convince those who decide about the new traffic rules that the rules are unsafe. The approach expressed as “We will count the victims first, then we will make changes” does not suit us. The main problem is 25 km/h speed on pavements. Collisions at such speeds cause severe injuries to an adult, and a child or an elderly person may not survive, ”Tsivilev said.
