Warned means no fine: drivers want to soften the penalty

The State Duma will consider a bill to reduce liability for certain administrative offenses unrelated to the possibility of creating emergency situations and posing a threat to the life and health of other road users.

According to the deputy of the State Duma of the Russian Federation, Yaroslav Nilov, taking into account the trend towards decriminalization of legislation, drivers should be given relief in some cases.

In particular, it is proposed to include some articles by Ch. 12 of the Code of Administrative Offenses of the Russian Federation as punishment in the form of a warning, the explanatory note said.

According to parliamentarians, a warning can be applied to the following violations:

  • driving an unregistered car;
  • driving with shades;
  • transport of passengers without seat belts;
  • exit to the intersection in case of a traffic jam;
  • Obligations imposed by drivers involved in an accident due to non-compliance with traffic rules.

Among other things, it is proposed to reduce the fine for violating the rules for stopping or parking vehicles (Article 12.19) in Moscow and St. Petersburg to 2,000 rubles.
