The draft law proposes to supplement a number of articles of Chapter 12 of the Code of Administrative Offenses of the Russian Federation with the penalty method in the form of a warning. The explanatory note states that in some cases the severity of the penalty does not correspond to the content of the administrative offense.
For this reason, lawmakers propose to allow warnings to be given to drivers who do not comply with the obligations stipulated by the traffic rules, driving unregistered vehicles, driving colored vehicles, carrying passengers without seat belts, and not complying with the obligations stipulated by traffic rules. accident. Among other initiatives, Moscow and St. Petersburg, it is proposed to reduce the penalty to 2,000 rubles for violating the rules for stopping or parking vehicles (Article 12.19).
