The experiment will be conducted in Moscow and then the new rules will be applied throughout Russia. The main task of the simplified accident registration on highways is to prevent other cars from colliding with vehicles standing after the accident and people who have left them.
This decision was taken during a meeting of the government road safety committee.
The experiment will be conducted by the Moscow Ministry of Transport, which is supported on behalf of Deputy Prime Minister Marat Khusnullin by the Ministry of Internal Affairs, the Ministry of Transport and the Russian Union of Motor Insurers.

– Vice-President Marat Khusnullin is concerned that we still have many pedestrian accidents. And drivers who get out of cars immediately become pedestrians – for example to assess the consequences of an accident in which they have ended up. And then there is the blow from behind. There are many such accidents, which are now mentioned repeatedly – and the consequences are serious.
Why are the drivers standing still? Waiting for the traffic police! And the crew can drive for three hours.
So, Khusnullin commissioned Maxim Liksutov to develop a pilot project “for conducting an experiment to change the procedure for recording traffic accidents in order to avoid a collision with a stationary vehicle.”
