At first glance, no significant changes have been made to Section 17.1 of the SDA: pedestrians still have priority over vehicles in residential areas and courtyards. We are talking about the territory, the entrances to and exits are marked with signs 5.21 and 5.22.

Pedestrian traffic in such areas is allowed on both the sidewalks and the roadway. However, additions appeared in the new edition indicating that “pedestrians have an advantage in the residential area, while they must not create unreasonable obstacles to the movement of vehicles and persons using individual mobility devices for movement on the carriageway.”

For example, the change from 1 March 2023 is that unreasonable interference is only prohibited on the roadway of residential areas and courtyards.

Accordingly, if a pedestrian is standing on the sidewalk in the yard, and a car is moving on the same sidewalk, the pedestrian has the right to create unreasonable obstacles to his movement.
