As far as I know, according to GOST, it is impossible to check the coloring at sub-zero temperatures. But in our region, traffic cops do it regularly and en masse. They say they heard that from the management. Is it possible to somehow deal with this “manual” to put an end to lawlessness?

The document you are referring to is GOST 32565–2013 “National Standard of the Russian Federation. Safety Glass for Land Transport. General Technical Conditions” is used when measuring control samples of automotive glasses during their certification.
When monitoring traffic, employees of the National Traffic Inspectorate use technical means in accordance with the instructions to measure the degree of light transmission of glasses.
At the same time, according to the administrative regulations approved by the order of the Ministry of Internal Affairs of Russia dated August 23, 2017 No. 664, the technical means itself must be certified as a measuring instrument, have a valid certificate of metrological verification and be used in accordance with the instructions and guidelines on the procedure for using these resources.
So, if the instruction for a specific technical device allows measurements at sub-zero temperatures, then there is no lawlessness here. This legal position has been repeatedly confirmed by rulings of courts of various levels, including the Supreme Court of the Russian Federation.
