In this regard, I have a question, do they have the right to check the technical condition of machines without an employee of the technical supervision department?

The regulations of the State Inspectorate of Road Safety of the Ministry of Internal Affairs of the Russian Federation, approved by Decree of the President of the Russian Federation of June 15, 1996 No. 711, impose a wide range of duties on the State Traffic Inspectorate, including implementation of state control and supervision of compliance with regulatory legal acts in the field of road safety, which set requirements for design and technical condition motor vehicles, trailers and parts of their additional equipment in use.
In accordance with departmental regulatory acts of the Ministry of Internal Affairs of Russia, the performance of these tasks is carried out, among others, by employees of the road patrol service.
The presence of employees of technical supervision units is not required.
