Deputies of the LDPR parliamentary group submitted a bill to the State Duma to give motorists the right to leave their cars free of charge near social infrastructure facilities.
Thus, visitors to social institutions do not have to spend money in the parking lot, said one of the authors of the innovation, deputy head of the LDPR faction Yaroslav Nilov.

According to Part 2 of Article 13 of the Federal Law “On the Organization of Traffic in the Russian Federation”, paid parking may be prohibited in areas adjacent to sports facilities, buildings housing educational organizations, including kindergartens, state medical organizations, cultural organizations .
But since there is no direct ban, paid parking spaces are created everywhere, limiting citizens’ access to social infrastructure facilities. Disabled people also suffer: if all the special free parking spaces intended for them are occupied in such paid parking, they are forced to park for a fee at the general rate.
The deputies propose to amend the law and allow free parking at socially important objects. If such a law is passed, it will be possible to do this in ordinary places within three hours, and for disabled people in special places – indefinitely.
