The National Traffic Inspectorate has drawn up a new version of the “list of malfunctions and conditions” under which driving vehicles is prohibited.
According to the document, drivers of passenger cars and light trucks are prohibited from driving on summer tires from December to February, and studded tires from June to August. In case of violation, a fine of 500 rubles is imposed.
The regions can regulate the duration of the seasonal ban at their discretion, depending on weather conditions (for example, Krasnoyarsk can extend the winter season to March). Winter tires are optional on heavy trucks and buses, but drivers must carry snow chains from December to February.
It is not possible to install non-standard bulbs in the headlights and a faulty automatic headlight corrector, if any, is considered a violation.
Among the “critical” errors, with the operation of which is prohibited, the following is stated:
- failed anti-lock braking system (ABS)
- power steering does not work
- parking brake not working
- reversing light not working
- broken brake light
- excessive toning
- excessive tire wear
- missing or damaged seat belts
- non-working or missing tachograph
- destruction of suspension parts
- severe deformation of the bumper (e.g. after an accident)
- lack of sun visors provided by the design of the car.
Bends, cracks, abrasions, tears, cuts, breaks in brake lines and hoses are also considered a violation.
The draft decree of the Government of the Russian Federation has been discussed and rewritten repeatedly over several years, but will be sent to the government for final approval in the near future.
