Amendments to the Code of Administrative Offenses come into force today, according to which, based on data from photo and video recording cameras, owners of cars from which waste is thrown out are automatically fined, the press service of the Russian Environmental Operator (REO ) reported.
“Now if the dumping of garbage from the car is caught on camera, the norm of the Code of Administrative Offenses, according to which the offender does not have to prove his innocence, will not be applied,” said Denis Butsaev, head of the REO.
An administrative fine is provided for such violations and an administrative suspension of activities of up to 90 days is also possible for individual entrepreneurs and legal entities.
Responsibility for violations related to unauthorized dumping of waste was tightened in July last year. Among other things, the unloading or dumping of vehicle waste outside specialized sites was observed.
The department noted that if a person is repeatedly charged with administrative responsibility for discharging or dumping waste outside prescribed places using vehicles, impoundment of the car will be provided in addition to the fine.
