From March 1 in Russia, alcohol testing can only be done without witnesses, but with video recording. About informs RIA Novosti, with reference to the relevant document approved by the Russian government.

So, according to the document, if a traffic cop suspects that a driver is drunk, he can now be examined in the presence of two witnesses or using video recording. The reason for the examination will be the smell of alcohol emanating from the driver, imbalance, change in facial skin color and speech disorder.

As Valery Soldunov, head of the All-Russian Association of Drivers, told the agency, the main change to the review procedure is to “liquidate” drivers without confirming witnesses. Previously, such a norm was envisaged only as a possible norm in the Code of Administrative Offenses of the Russian Federation.
