Russian car manufacturers had the opportunity to buy licenses for the production of foreign cars. And these costs go to localization.
This procedure is laid down in the draft decree drawn up by the Ministry of Industry and Commerce. That is, “the cost of obtaining licenses to develop and manufacture automotive products” will be considered part of the R&D cost.
Now 1% of revenue spent on R&D is estimated at 400 localization points, and to participate in public tenders, you need to score 3200.
It was previously planned to raise the threshold to 4500 from 2023 and to 5500 points from 2025. But the new project keeps the old score of 3200 points. In addition, the R&D points are multiplied by 1.3.
The aim is to maintain the access of Russian equipment to purchases and to stimulate investment in R&D.
