The head of the Main Directorate of Road Safety of the Ministry of Internal Affairs of Russia, Lieutenant General of Police Mikhail Chernikov, answers questions from readers.

Technical Regulation of the Customs Union 018/2011 “On the safety of wheeled vehicles” prohibits the use of cars and vehicles intended for the transport of goods with a technically permissible maximum weight not exceeding 3.5 tons in the winter period (December, January , February), not equipped with correctly marked winter tires with a residual tread height of more than 4 mm.

At the same time, the regulation requires winter tires to be mounted on all wheels of the vehicle.

At the same time, the legislation of the Russian Federation does not establish liability for non-compliance with this requirement.

Remark. ed.: from March 1, 2023, when the new version of the List of malfunctions and conditions under which the use of the car is prohibited enters into force, in winter (a specific period determined by the Regions) drivers of cars (category M1) and light trucks (N1) are penalized for driving on summer tires, and from June to August – for driving on studded tires, regardless of vehicle category.
