The State Duma proposed to exempt motorists from fines for violating markings and parking during abnormal weather conditions.
State Duma deputy Vasily Vlasov sent a corresponding letter to the traffic police of the Russian Ministry of Internal Affairs.
In particular, it notes that snow has been falling continuously for several weeks in many regions, causing problems for motorists to comply with a number of traffic regulations.
“I ask that you assess the desirability of issuing a ‘winter amnesty’, which would provide exemption from fines imposed for non-compliance with road markings and parking regulations during abnormal weather conditions,” writes the parliamentarian.
