RT: State Duma proposes to declare ‘winter amnesty’ to fines for drivers

State Duma Deputy Vasily Vlasov proposed to exempt drivers from fines in abnormal weather conditions, especially heavy snowfall. About informs rt.com, referring to a letter addressed to the head of the traffic police of the Ministry of Internal Affairs of Russia, Mikhail Chernikov, at the disposal of the publication.

“I request you to consider the advisability of declaring a “winter amnesty” that provides exemption from fines for non-compliance with road markings and parking rules in abnormal weather conditions,” the letter said.

The document states that many regions of Russia are experiencing heavy snowfall, so car owners are having trouble complying with parking rules and marking requirements. At the same time, according to the weather forecast, snowfall will continue in the coming weeks in Russia.

Serhiy Radko, former lawyer of the “Freedom of Choice” automobile movement saidthat during bad weather and snow on the roads, the photo and video recording cameras that control the intersection of road signs continue to work and there is a high probability of being fined for such a traffic violation.
