How to check traffic fines?

The fastest way is to get information through the portal of the government service or on the portal of the traffic police (these sites are connected to the database of fines of the traffic police and to the database of the National Information System for government and municipal payments). Drivers in the capital can find out more about the fines received on the mos.ru website and on the Moscow Transport portal.

Smartphone applications are also popular (Yandex fines, My fines, Traffic police fines with photo, etc.).

However, violation notices are also sent in the good old way – by registered mail to the post office at the address of the permanent registration of the car owner.

How to search correctly?

If a violation is captured by a camera, the blame “hangs” on the car, or rather on its owner – the one who was driving at the time of the violation.

If the decision is made by the inspector of the traffic police, the fine will be given to the person who enters the carregardless of whether he owns the vehicle or not.

Therefore, to see all your “debts”, it makes sense to make inquiries on both the STS number and the driver’s license number.

On the website of the traffic police, in order to check the fines, you must also enter the registration number of the car.

What is the payment term?

The offender must pay the fine within 60 days. But there is a nuance: 10 days after the decision is given for appeal. In total, it appears that the driver has 70 days at his disposal.

What if you don’t pay?

On the 71st day, data about the debtor can be transferred to bailiffs. Failure to pay an administrative fine on time, in accordance with Section 1 Article. 20.25 of the Code of Administrative Offenses of the Russian Federation, “means the imposition of an administrative fine of two times the amount of the unpaid administrative fine, but not less than 1000 rubles, or administrative arrest for up to 15 days, or compulsory work up to 50 hours.”

In addition, On June 20, 2022, a law came into effect allowing the Federal Court Bailiff to automatically write off debts for unpaid fines – directly from the debtor’s card. The direct debit mode is only applied for unconditional decisions. To avoid errors, the debtor is not only identified on the basis of the driver’s license and STS, but also on the basis of SNILS or TIN.

Is it true that the 50% discount expires at the end of the year?

No, but it has been canceled for several additional articles of the Code of Administrative Offenses of the Russian Federation. From July 25, 2022, it will be impossible to get a discount when paying a fine within 20 days for driving or driving a vehicle again by a driver who has been deprived of his rights (Section 2 and Section 4 of Article 12.7 of the Code of Administrative Offenses of the Russian Federation), and from May 1, 2021 – for violations of crossing railway lines (Article 12.10 of the Code of Administrative Offenses of the Russian Federation).

It is still not possible to pay a discount fine for “recurrences”:

  • repeated passage to a prohibited traffic light signal;
  • re-enter the oncoming lane;
  • renegotiate in the opposite direction on a one-way street;
  • repeated speeding of 40–60 km/h, 60–80 km/h and more than 80 km/h;
  • re-driving an unregistered vehicle.

Also, the discount does not apply to serious “alcoholic” offenses, such as:

  • control or transfer of control of the vehicle to a person in a state of intoxication;
  • the use of alcohol, drugs, psychotropic substances after an accident;
  • refusal of medical examination.

In addition, the driver does not receive a discount if the victim has suffered (minor) health damage due to violation of the traffic rules or the rules for driving the vehicle.

Why does the fine paid “hang” on me?

First of all, you need to contact the bank that made the payment.

Perhaps an error has been made (for example, the bank has not yet succeeded in reporting the payment of the fine to the register of the National Information System National and Municipal Payments).

If the “bug” is not there, please contact the organization that imposed the fine on you (for example, a fine for incorrect parking can be imposed by the City Parking Manager, etc.)

How to dispute a fine?

If you believe you have received an erroneous or non-existent fine from the camera, please contact the organization that issued the fine. Refused? You have the right to go to court.

If the offense has been registered by a traffic police officer and you disagree with him, enter your disagreement and describe your view of the situation in the protocol. For example: “Article 8.3 has not violated the traffic rules.” Or: “I think I broke another section of the traffic rules” (please specify). Then prove your pointku view you will have on the parse group. Do not forget to bring a copy of the protocol.
