The shortage of cars has led to the fact that non-traditional ways of importing them into Russia have become more active. One way or another, everything sold must have an OTTS (vehicle type approval – the result of official certification) or SBKTS – a vehicle safety certificate issued privately based on the results of an investigation.
In the field of engineering, all machines generally meet the uniform requirements of the UN Rules. What about toning?
Not the same everywhere
There should be no complaints about cars purchased in Kazakhstan and Armenia. We have a common technical regulation with them. It allows a light transmission for the windscreen and front side windows of at least 70% (a non-standard light transmission strip up to 14 cm wide is allowed in the upper part of the windscreen of passenger cars).
This approach is followed in most countries. But not everywhere.
For example, “70” is observed in Uzbekistan, but not in the equally sunny and hot UAE.
Dubai has become the most popular purchasing point for both new and used cars this year. And in 2017 they relaxed the requirements for shades – instead of “70” they allowed “50” in the front of the car.
Many cars, including new ones, are sold in this design. Theoretically, this drawback should be remedied during the technical inspection prior to registration of the vehicle.
In European countries the requirements are even stricter than with us.
In the USA, Japan and China, the “70” rule is used, but painting with a mirror effect is not prohibited there – it is unacceptable in our country, as well as the “chameleon”.
If caught, punished
Based on the results of the check with a taumeter, the traffic police issues a fine of 500 rubles and proposes to eliminate the incorrect coloring on the spot. If the driver opposes, he will be given a written order to “stop the administrative offence” – remove the tint within 10 days or stop driving.
Failure to comply with the order is interpreted as “disobedience”: a fine of up to 4,000 rubles or an administrative detention of up to 15 days. But the worst thing is not noticing any object on the road at night. Or the road itself.
With this in mind, the Government of the Russian Federation is in no hurry to consider the proposal of a State Duma deputy to reduce the light transmission limit from 70% to 50% – as in the Emirates. One of the arguments is that unbearable heat is also a factor that affects road safety. Perhaps, although air conditioning has long ceased to be exotic. But the dark time of day has much more influence.
The initiative was successfully faded in behind-the-scenes discussions. So when buying cars from afar, we consider the pitfall of shades.
TINT REGULATIONS IN SOME COUNTRIES
- Armenia. From 2015: 75% for windshield, 70% for front.
- Azerbaijan. Wind – 75%, front – 70%, back – 60%.
- India. Any coloring other than factory coloring has been banned since 2012.
- Kazakhstan. In 2017 it was forbidden to tint the windshield and front side windows; back please.
- Europe. In most countries, including the UK, they stick to 75% for the windshield, 70% for the front, rear without restrictions. But there are exceptions: in France in 2016 it was forbidden to paint the entire “front” – based on an analysis of the causes of an accident. Same procedure in the Netherlands.
- BEE Austria Only the windshield is not tinted.
- Uzbekistan. Additional dyeing (over factory) was officially allowed a few years ago after a 15 year ban. Standards: light transmission at the front is at least 70%, there are no restrictions at the rear.
- UNITED STATES. The general rules are the same as ours – 70% for the whole front. Some states have local exemptions.
- Turkey. Any coloring other than factory coloring has been banned since 2017.
